During the sixties NASA built a worldwide network of ground tracking stations that were responsible to tracking, receiving and transmitting data to spacecraft. This network was called the TDRS, Tracking, Data & Relay System. According to many prominent NASA experts and public historians the TDRS stands out as one of the triumphs of the Apollo program and stands alongside the technological and management feats that were accomplished.
This proposal is dated 1971, and is probably a proposed update to part of the original network
